Gold Award: The Duval County Pre-Trial Detention Facility in Jacksonville, FL is known as the largest inpatient mental health facility in Northeast Florida. In February of 2021, a very unique and exciting program, the Mental Health Offenders Program (MHOP) was launched in Duval County, FL to serve these individuals. The program is a partnership of the Duval County Judges, State Attorney’s Office, Public Defender’s Office, City of Jacksonville, Jacksonville Sheriff’s Office and Sulzbacher, a federally qualified healthcare center. The program was designed to divert nonviolent misdemeanor defendants with Serious Mental Illnesses and co-occurring substance use disorders away from the criminal justice system into community-based treatment and recovery support services. It was developed as a system-wide collaboration among partners that were committed to implementing behavioral health diversion strategies as an alternative to conventional criminal justice case processing and incarceration. The goals of the project are to minimize criminal justice involvement and maximize crisis response, community integration and recovery. The program is based on the very successful Miami model entitled the Eleventh Circuit Court Criminal Mental Health Project which was initiated by Judge Steve Leifman in 2000.
Silver Award: The Enhanced Treatment and Recovery (EnTRy) Program is part of the Sunset Terrace Behavioral Health Center, a New York State Office of Mental Health certified Community Mental Health Center (CMHC) located in the Sunset Park section of Brooklyn. Community residents served here are predominantly minority (Latinx, African American, and Asian immigrants) facing long-standing and significant socioeconomic and sociocultural barriers to quality healthcare. EnTRy serves adults and adolescents who experience psychosis, bipolar disorder, and major depression with psychotic features. Launched in 2021 with support from a 2-year grant from SAMHSA, EnTRy was intentionally developed as a comprehensive, wraparound program for those with SMI utilizing key elements from both the Recovery After an Initial Schizophrenia Episode Project (RAIS-IES) and from the evidence-based, time-limited Coordinated Specialty Care (CSC) model for early psychosis.
Bronze Award: The North Carolina Statewide Telepsychiatry Program (NC-STeP) was launched in 2013 in response to NC Session Law 2013-360. Since then, as of January 1, 2024, NC-STeP has provided over 60,000 telepsychiatry consults in hospital EDs and has prevented over 10,000 unnecessary psychiatric hospitalizations, with associated savings of more than $55,900,000. Given the success of the program, in 2018 the North Carolina legislature expanded the scope of services provided to beyond emergency departments to the community-based settings. Since then, NC-STeP has serves over 20,000 patients at 27 outpatient sites.
